Launched in March 2023 by the Minister of Power, Chief Adebayo Adelabu, the initiative began at Ikeja Cantonment in Lagos and has since reached military facilities in Enugu, Abuja, and other locations. Despite early funding challenges, contractor De-Haryor Global Services has installed thousands of smart meters, a move welcomed by the Nigerian Army for its impact on energy transparency and operational efficiency.

Described by stakeholders as a milestone in public sector energy reform, the project aims to reduce waste, foster fiscal discipline, and support Nigeria’s broader development goals in critical service sectors. The Army’s commendation of Phase One has fueled discussions to expand the program to additional barracks nationwide.
